ICIPR Adopts Anti-Harassment Policy

The International Committee of Indigenous Peoples of Russia (ICIPR) has adopted an Anti-Harassment Policy aimed at ensuring a safe, respectful, and inclusive environment in all areas of the Committee’s work.

ICIPR is guided by the principles of respect for human rights, dignity, non-discrimination, gender equality, cultural diversity, environmental protection, and the safety of its members and partners.

The policy establishes zero tolerance for harassment, exploitation, abuse, reprisals, racism, xenophobia, homophobia, sexism, and any other form of discrimination, intolerance, or unequal treatment.

The document applies to all ICIPR members and to everyone involved in ICIPR activities. It defines procedures for submitting and reviewing complaints, measures to protect complainants, conflict-of-interest safeguards, and possible sanctions in cases where violations are confirmed.

ICIPR also underlines that freedom of expression, advocacy, and legitimate public debate do not in themselves constitute harassment, unless they involve conduct prohibited under the policy.

The policy was approved by the ICIPR Executive Committee on 22 June 2026.
