ICIPR Congratulates the Sámi People on Sámi National Day

Dear Sámi — people of Sápmi,

On behalf of the International Committee of Indigenous Peoples of Russia (ICIPR), we extend our sincere congratulations on the Sámi National Day — the Day of Sámi Unity.

This day is more than an important date on the calendar. It represents historical memory, dignity, and the strength of a people who, across generations, have preserved their identity, culture, and the right to be themselves despite the changes and challenges of the modern world. The path of the Sámi people is one of resilience, respect for ancestral roots, and the ability to speak with a confident and independent voice.

The Sámi people and the Indigenous Peoples of Russia are united by the Arctic — our shared space of life, responsibility, and future. We live in similar natural conditions and face challenges of a comparable nature, which is why Arctic unity has always held particular significance for us.

Today’s world is undergoing rapid change: borders are closing, conflicts between states are intensifying, and geopolitical tensions are growing. Nevertheless, Arctic solidarity, built over decades of dialogue and cooperation, remains a value that we believe is fundamentally important to preserve.

The history of our interaction dates back to the early formation of Arctic dialogue more than 35 years ago, following the end of the Iron Curtain. Indigenous Peoples of Russia and the Sámi people were among those who played a key role in the early development of Arctic cooperation, including the creation of the Arctic Council. From the very beginning, Indigenous Peoples brought into this dialogue the values of peace, mutual respect, and shared responsibility for the future of the region.

Today, we must acknowledge that Indigenous Peoples and human rights defenders in Russia are facing serious repression. Indigenous activists and leaders are being labelled “extremists” and “terrorists” for peaceful civic engagement and for openly defending their peoples’ right to sustainable and peaceful development. Under these circumstances, it is especially important to continue upholding the principles of respect for Indigenous Peoples’ right to self-determination and their right to be heard.

For us, the Sámi people have always been, and continue to be, an example in the creation and development of their own self-governance institutions. These institutions clearly demonstrate the importance of representative mechanisms for protecting Indigenous rights, preserving culture and language, and ensuring meaningful participation in decision-making processes.

Regrettably, in Russia today we observe the opposite trend — a de facto rollback from principles of Indigenous self-governance toward a model in which decisions affecting Indigenous Peoples are once again taken by the state system, echoing practices characteristic of the Soviet period. In this context, the experience of the Sámi people is of particular value to us as both a point of reference and a reminder of the importance of genuine representation and self-determination.

We firmly believe that behind all institutions stand people and their voices. Indigenous Peoples live in different countries and political systems, yet we are united by a shared understanding of the value of human dignity, respect for international law, and the aspiration for the free and sustainable development of our communities.

We sincerely value the opportunity to continue our cooperation with you and to strengthen ties based on trust, mutual respect, and solidarity.

May this day bring you a sense of unity, support, and confidence in the future. We wish the Sámi people strength, inner resilience, and inspiration for all that lies ahead. May there be greater space ahead for dialogue, mutual support, and joint action — in the Arctic and beyond.
