ADC Memorial (Brussels), the International Committee of Indigenous Peoples of Russia, and the Institut für Ökologie und Aktions-Ethnologie have prepared a report for the UN Expert Mechanism on the Rights of Indigenous Peoples, focusing on the situation of Indigenous peoples in armed conflict and post-conflict contexts, using the Russian Federation’s military aggression against Ukraine as a case study.
The document analyzes how the war and its historical background—including the legacy of colonial policies—affect the rights of Indigenous peoples in Ukraine and Russia. The authors note that Indigenous peoples are disproportionately drawn into the conflict and suffer significant losses, while simultaneously facing discrimination, restrictions on civil liberties, and a lack of effective mechanisms to protect their rights.
The report is based on international human rights standards and is intended for public dissemination.
