Statement on ICIPR’s Zero-Tolerance Approach to Sexualized Violence

“In recent days, serious allegations have been publicly raised against Mark Zdor, a member of ICIPR and a representative of one of the Indigenous Peoples of Russia. These discussions have caused significant concern, including among those working on women’s protection and gender-based violence issues. In this context, ICIPR considers it important to formally articulate our position and the steps we are taking to ensure safety and trust.”

At ICIPR, we hold deep respect for all those who find the strength to speak about the violence they have experienced.

We recognize the pain, vulnerability, and courage it takes to speak about such experiences, and we offer our support and compassion to those who come forward.

ICIPR condemns all forms of sexualized violence, harassment, and violations of personal boundaries.

For Indigenous peoples, these issues remain profoundly painful. Our communities have historically been subjected to colonial violence, including sexualized violence, and many families continue to carry this trauma across generations.

We state unequivocally:

ICIPR upholds a zero-tolerance stance toward sexualized violence and any behavior that threatens the safety of women.

No circumstances, conditions, or explanations — including psychological factors or intoxication — can be considered mitigating when harm is caused.

We also recognize that systemic pressures, marginalization, and the loss of agency can, in some cases, lead Indigenous men to reproduce violence within their families and communities. This is part of a painful legacy that we must address openly and honestly. Ensuring the safety of women, children, and all vulnerable members of our peoples is an absolute priority.

Given the seriousness of the allegations currently being discussed publicly, ICIPR has decided to remove Mark Zdor from participation in the Committee’s activities and to exclude him from ICIPR’s working structures.

This step is necessary to maintain trust in our organization and to ensure a safe environment for all.

To strengthen protection within our community, ICIPR is initiating the development of an Anti-Harassment Policy, which will include:

  • clear standards of conduct,
  • mechanisms for submitting complaints,
  • independent review procedures,
  • commitments to supporting survivors and safeguarding confidentiality.

We express our gratitude to those who have shared their experiences and acknowledge how difficult and deeply personal this step has been for them.

ICIPR also plans to consult with qualified specialists working in the field of violence prevention and survivor support, in order to ensure access to independent expertise and informed recommendations. This will allow us to act responsibly and to remain attentive to the experiences of those affected by the situation.

We will continue working to create an environment in which every person — and especially Indigenous women — can feel safe, respected, and protected.
