International Committee of Indigenous Peoples of Russia (ICIPR), Anti-Discrimination Centre Memorial, and the Institute for Ecology and Action Anthropology(INFOE) submitted a joint parallel report to the UN Committee on Economic, Social and Cultural Rights concerning the situation of the rights of Indigenous Peoples of the North, Siberia and the Far East of the Russian Federation, in connection with the review of Russian Federation, which will take place on 9–10 September 2025 in Geneva.
It highlights state repression against Indigenous rights defenders, the discriminatory “register of Indigenous persons,” loss of access to land and resources, destruction of Territories of traditional nature use in favour of extractive industries, and the destruction of the Kazas Shor village by coalmining company with violations of the Rights of the Shor Indigenous People. The report also points to the disproportionate war casualties among Indigenous men in Russia’s war against Ukraine, the lack of disaggregated data, and the absence of genuine free, prior and informed consent (FPIC). Taken together, these policies and practices seriously threaten the cultural survival, livelihoods, and self-determination of Indigenous Peoples in Russia.
The review of the Russian Federation at the 78th session of the UN Committee on Economic, Social and Cultural Rights will take place on 9–10 September 2025 in Geneva. The live broadcast will be available on UNTV:
