The report “Recognition of Indigenous Peoples: The Case of the Russian Federation,” prepared by the Anti-Discrimination Centre Memorial Brussels and the International Committee of Indigenous Peoples of Russia (ICIPR) for the 60th session of the UN Special Rapporteur on the Rights of Indigenous Peoples (March 2025), analyzes the situation of Indigenous peoples in Russia. The document addresses the legal foundations of their recognition, challenges including the criminalization of activists and the impact of the war against Ukraine, as well as societal stereotypes. The authors call for the decriminalization of human rights activities and an open discussion of Russia’s colonial past. The report is available at adcmemorial.org and icipr.international
