Since the late 1980th, Pavel became a leader of the Udege indigenous people in the Russian Far East, where he led the movement against illegal logging companies. From 2001 to 2010, he worked as the first vice president of the Russian Association of Indigenous Peoples of the North (RAIPON). From 2005 to 2010, he performed the duties of the UN Permanent Forum on Indigenous Issues member in New York, and from 2011 to 2017, he was a member of the UN Working Group on Business and Human Rights. Unfortunately, in 2016 he was forced to move to the US because of the repressions from Russian authorities, where he established and today serves as president of the International Indigenous Fund for Development and Solidarity «Batani». Pavel has Ph.D. in Economics.
